The Challenge

Supporting a mission-critical platform without service disruption.

The Care  Inspectorate, Scotland’s national regulator of care services, depends on its  Regulatory Management System (RMS) Forms Application and legacy web presence  to deliver essential services to inspectors, regulatory staff, providers and  the public.

 Ember was  engaged to adopt and manage the support and hosting of these systems from the  internal team with minimal disruption. The challenge lay in ensuring  uninterrupted operation of a complex business critical legacy platform.

What we did

A seamless transition into a proactive, managed service model.

We established a structured adoption process through joint workshops, documentation reviews and collaborative handover sessions with the internal team, ensuring full knowledge transfer and continuity.

Building on this foundation, our managed service model delivers third-level engineering support, continuous performance optimisation, change control and disciplined release management aligned with ITIL principles. We also delivered a series of service efficiency and data collection improvements by streamlining workflows and creating multi-step RMS forms.

Security updates, regression testing, and cloud infrastructure monitoring are embedded within the service to maintain resilience and compliance. Alongside this, we run weekly checkpoints and formal contract management, providing transparent SLA monitoring, proactive risk tracking and prioritisation of emerging needs.

This integrated approach has created stability, reduced risk and improved system responsiveness enabling the Care Inspectorate to focus on achieving its core regulatory outcomes.

 By stabilising both the RMS Forms Application andthe legacy website, Ember has ensured critical services remain operational andsecure during the transition towards a new Microsoft D356 platform.

 This approach provides the Care Inspectorate with areliable foundation for modernisation, enabling inspectors and regulatory staffto continue their work with confidence, while supporting long-term digitaltransformation goals.
